Construction Updates

(Updated July 2026)

  • Pre-Construction Work: April to Dec 2025

    • WORK COMPLETED: Involved temporary road closures between Craig Street and Susan Campbell Park to demolish the old Harbormaster Building and conduct utility and electrical work.

  • Phase 1/1A and Access/Staging:

    • Nov 2025 to May 2027 involves the closure of lower Dock Street between Craig Street and Susan Campbell Park and a partial closure of upper Dock Street between Craig and Randall Streets for heavy infrastructure work.

  • City Dock Park, Burtis House and Maritime Welcome Center:

    • Feb 2026 to July 2027 (projected timeline) work will involve the creation of the City Dock Park and amenities, rehabilitation of historic Burtis House and construction of the Maritime Welcome Center.

  • Phase 2:

    • May 2027 to March 2028 (projected timeline) will involve the closure of upper Dock Street between Randall Street and Craig Street. Includes resilience work at the top of Ego Alley, working around toward Compromise Street

Deliveries, Pick-ups and Trash Collection

  • Delivery location will be designated along Upper Dock Street

  • Deliveries for lower Dock Street will be accessed via Lower Prince George Street

  • Trash bins will be emptied more frequently to minimize odor and overflow

  • The actual location of trash bins may change as needed to accommodate the construction process.

Noise, Dust, and Disruptions

  • The contractor is responsible for keeping work site clear of debris

  • The contractor will work with Annapolis Police to provide security of the construction site

  • The contractor will work with the Department of Public Works to remove construction debris that may make its way outside of the fenced perimeter

  • Contractor will relay information to business liaison who will make information available for distribution

  • Hours of construction will be Monday to Saturday, 7 a.m. to dusk. Exceptions to these hours may occur if approved by the Department of Public Works (DPW) with prior notice.

Pedestrian Access During Construction

  • Provide access to Ego Alley boardwalk and Watermark Cruises

  • Throughout construction, Dock Street businesses will be fully accessible to customers

  • Wayfinding to help customers will be well marked

  • Customer pick up and drop off will remain available along Upper Dock Street

  • 2019

    City Dock Action Committee Established

    The City Dock Action Committee (CDAC) appointed to consider options for Annapolis City Dock.

  • 2020

    CDAC Issues Final Report

    City Dock Action Committee issues final report.

  • 2021

    City Selects AMRP for Hillman Rebuild

    City of Annapolis issued an RFP and selected consortium AMRP to design and rebuild the Hillman Garage; AMRP receives right to bid on City Dock work.

  • 2022

    Hillman Garage Breaks Ground

    AMRP breaks ground on (expected) 16-month rebuild of Hillman Garage, a main funding mechanism for the resiliency work at City Dock.

  • 2023

    Hillman Reopens Ahead of Schedule

    Hillman Garage reopened, offering more parking, gateless entry, stormwater controls, programmable space on the ground floor and solar arrays on the roof to provide shade and generate electricity.

  • 2024

    After scores of public meetings and comment, Annapolis Planning Commission and Historic Preservation approve City Dock Park site plan.

  • 2025

    With planning complete, contractor Whiting Turner begins work on City Dock Resilience Project.

  • 2026

    City awarded $35.5 million FEMA grant and begins active construction on City Dock Resilience Project.
